Scaling Up: From Green Buildings
to Green Cities in the US and China
Presented by Bay Area Council and Asia Society

Buildings consume well over 30 percent of all primary energy in the world, more than either transportation or industry. By building green, we can reduce energy consumption in this key sector by 30-50 percent and cut greenhouse gas emissions by similar margins. It is also one of the cheapest ways to do so: green building adds only 1-5 percent to construction costs, which are recovered through reduced energy demand in a few years or less.

The green building revolution has begun, but it has far to go. In the US, the floor space of LEED-certified buildings totals 12.5 million square meters, with much more in the pipeline. California leads the way, with far more green buildings than any other state. In China, green buildings have gone from zero in 2000 to 4 million square meters today, again with much more in the offing.

Today, the greatest challenge for green design is to scale up -- to move beyond pilot projects and piecemeal solutions to building and retrofitting on a massive scale in order to have a meaningful impact on global warming. Green materials must be mass produced, construction techniques must be standardized, and the principles of green design must inform urban planning, not simply the design of individual buildings. These are the critical issues this conference will address.

This one-day conference is the first to bring together leading green design specialists from the fields of research, technology, architecture, business, and policy from the U.S. and China to build dialogue and collaboration. The US and China are rapidly becoming the global centers for green design promotion, development, and investment, and many other Asian countries are beginning to follow suit.

John Bilmon, Managing Director of PTW Architects and chief designer of the Beijing Olympics Water Cube, is keynote speaker.

• Jeff Heller, President of San Francisco's Heller Manus Architects, now in charge of planning the new, green $100 million downtown center in Guangzhou, China.

• John Kriken, Consulting Partner at Skidmore, Owings and Merrill LLP, whose Saigon South project in Ho Chi Minh city won an Urban Design Award from Progressive Architecture and a National Honor Award from the AIA, and whose Shanghai and Hong Kong Waterfront plans won AIA National Honor Awards.

• Mark Levine, Group Leader of the China Energy Group at Berkeley Lab, the leading American expert on energy efficiency issues in China.

• Jiang Yi, Professor of Building Science at Tsinghua University, the leading authority on green building policy in China.

• Dan Winey, Managing Principal, Northwest Region, Gensler, who is overseeing the design of 22 million square feet in construction in China, including the cutting-edge Shanghai Tower.

Jim Hansen
In conversation with Mark Hertsgaard
Jim Hansen has been at the center of the climate change debate since the early 1980s as both a prominent scientist and spokesman alerting the public to the threats and uncertainties of global climate change. The head of NASA's Goddard Institute for Space Studies, Hansen studies radiative transfer in planetary atmospheres related to global change on Earth. He is currently an Adjunct Professor in the Department of Earth and Environmental Sciences at Columbia University. Hansen's numerous awards include the Heinz Environment Award and the Dan David Prize. His public policy experience has been punctuated by Congressional hearings as well as his advocacy to reduce fossil fuel dependency. He has been instrumental in alerting the public to how science has been politicized in its translation to government policy. In 2005, Hansen stated that NASA administrators restricted his ability to communicate directly with the public and censored his findings about the threats of globa l climate change. In a subsequent report, NASA's inspector general acknowledged the agency had marginalized and mischaracterized climate change science. Hansen has written several books and numerous scientific papers on climate change and maintains that by dealing directly with the causes, we will benefit from cleaner air and water as well as growth of high-tech industries.

Energy Efficiency: The Key to Sustainable Green Politics
For the first time in thirty years, a large majority of Americans want changes in energy policy, but crucially we do not agree on why we need change—whether because of global warming, energy prices, or security—and thus do not agree on the solutions.
Energy efficiency offers a fast, cost effective, and often profitable, way to reduce carbon emissions, energy spending, and dependence on foreign energy suppliers, but it's overlooked in the US, so much so that we need twice as much energy to create a dollar of GDP as developed economies in Asia and Europe.
While there has been much talk about building a green economy, so far most of the benefits have come in the form of tax credits for buyers of Priuses and solar panels and subsidies for alternative energy supplies such as ethanol. Energy efficiency offers a cheaper, fairer path towards a low carbon economy and the kind of innovation that will make the US more competitive. If we want to create a broad green constituency for the future, providing Americans with the tools to control their energy use will be key.
